Ceemet welcomes Cyprus Presidency’s intention to conclude the decade-long trilogue on social security coordination rules

Ceemet, the European employer organisation representing the metal, engineering and technology-based industries, today welcomed renewed political effort under the Cypriot Presidency to reach a compromise in the ongoing EU trilogue negotiations on the revision of Regulation 883/2004 and its implementing Regulation 987/200, the cornerstone rules coordinating social security across Member States.

In its general statement, Ceemet stressed the importance of concluding interinstitutional talks on the files, which have been under negotiation for years, and called on the European Parliament, Council and Commission to agree on a clear exemption from prior notification requirements for business trips and short-duration postings (up to three days), excluding the construction sector. This, as we argue, would significantly reduce unnecessary administrative burden for companies and national administrations without compromising enforcement against illegal work.

Free and frictionless labour mobility within the Single Market is crucial for European MET industries. We also highlight the role of digital solutions such as the European Social Security Pass (ESSPASS) and digital issuance of A1 certificates to streamline compliance and support cross-border labour mobility.

Ceemet and its members urge co-legislators to conclude the trilogue ahead of the Commission’s forthcoming Fair Labour Mobility Package. The stakes are very high: a failure to secure agreement could lead to withdrawal of the proposal and delay much-needed updates to EU social security coordination rules.
