[Position Paper] Fair labour mobility in the Single Market

For companies in the Metal, Engineering and Technology-based (MET) industries in Europe that Ceemet represents, labour mobility and especially the posting of workers is crucial. The European Commission has earlier announced the launch of a “Fair Labour Mobility Package” (FLMP) for the end of 2026.

With this position paper, Ceemet wishes to contribute to the preparation of the FLMP and to outline more generally its position regarding labour mobility in the EU. This paper first sets out why labour mobility (especially posting) matters for the MET industries, then describes the administrative obstacles companies face on the ground, and finally puts forward concrete, practical solutions to remove them while preserving the protection of workers.

Ceemet encourages policymakers, among other actions, to

  • Promote a positive narrative of labour mobility and legal migration
  • Better enforce existing rules rather than additional legislation
  • Align exemptions under social security and labour law,
  • Simplify procedures, especially for short-term postings,
  • Develop the digitalisation agenda as part of a broader vision for a streamlined and fully digital labour mobility framework,
  • Apply the “once-only” principle in reporting.
