Project SHIELD launches: strengthening social dialogue to manage crises and reinforce industrial resilience in Europe
The project Social Dialogue for Crisis Management and Resilience in Strategic Industrial Sectors (SHIELD) has begun with the objective of reinforcing the role of social partners in the management of complex crises that affect strategic industrial sectors in Europe. Ceemet has joined the project as an associate partner.
During the next 24 months, SHIELD will address key challenges such as geopolitical conflicts, interruptions in supply chains, and growing industrial pressures. In this context, the project seeks to improve social dialogue mechanisms, providing trade unions and business organisations with tools, knowledge, and coordination spaces that allow them to anticipate and respond effectively to crisis situations.
The project consortium brings together organisations from different European countries, among them Poland, France, Lithuania, Portugal, Ukraine, Moldova, and Bulgaria, along with relevant actors at the European level. This diversity guarantees a comparative and enriching approach to analyse industrial vulnerabilities and strengthen resilience in different contexts. In a first phase, the project will focus on identifying the vulnerabilities of industrial sectors and evaluating the current capacity of social dialogue systems to face crises. This research work will serve as a basis for the development of concrete actions.
Subsequently, SHIELD will implement training and capacity-building activities, including international sessions and national seminars, with the objective of improving the effectiveness of social dialogue in critical situations. These activities will lead to tangible results, such as national action plans and political recommendations.
In the European scope, the project will facilitate spaces for dialogue and coordination for the elaboration of joint political recommendations and an action plan oriented toward industrial resilience and security. Additionally, SHIELD will develop a dissemination strategy to ensure that the project results have a broad and sustainable impact over time. With this collaborative approach, SHIELD aspires to place social dialogue as a key element in anticipatory crisis governance and in the strengthening of industrial resilience in Europe.
